A good idea is not yet a responsible programme. These minimum conditions help decide whether an idea is ready to move forward.
The issue and intended participants are understood through appropriate consultation and existing work has been considered.
Relevant expertise, responsibilities, permissions and resources are in place for the proposed scope.
Safeguarding, privacy, inclusion, escalation and foreseeable risks have been reviewed before recruitment or delivery.
The activity has clear objectives, proportionate indicators, feedback routes and an honest reporting commitment.
